They're parked on a grass strip between the sidewalk and the building.
"Parking" initially referred to small areas of grass and trees that were next to roads.
When cars came around, people started putting their cars in the "parking".
Soon, the term "parking" would refer to "a place to put your car" instead of "a small roadside strip of park"
The vans are clearly in the "parking"!
Interesting lesson in history. I'm assuming then that the term predates the existence of sidewalks, negating the question as to whether parking only counts on the boulevard side.
Did anyone call in a complaint on those vehicles by the way?
