I don't believe so. And I don't recall seeing the requisite grid of pipes that requires when they were building the platforms.
As Canard said, there are shelter heaters for the humans at select stations.

Pipes?  That would be for water heating I would think, you can instead do it with electric resistance heating, which only requires a thin layer of wires.  It would probably go under the top coat anyway, and I would guess would be more efficient being closer to where the heat is actually needed.

Funny, I was going to point out that the sign fails to note that "driving" is also illegal, as I've seen some people use the tracks as a lane.
