I guess it's happening at all the intersections where the rules have changed from what it was before. People probably have their "preferred" routes that they're just used to taking (I certainly do), and suddenly now there are restrictions in place that are inhibiting their movement. You're probably exactly right that it'll just take a little while for the new patterns to emerge.
