If they are wooden they are likely temporary, especially if it's a sidewalk location.

I don't see why the material matters, but I think it is unlikely that poles would be left in the sidewalk. It doesn't seem very accessible otherwise.

Permanent poles tend to be post-tensioned concrete or aluminum.
