Idiots will be idiots. If there's a 7 minute buffer between trains, that's probably 5-6 minutes where there's no sight of anything using the ROW and lots of time for the space to fill up with said idiots.

It's like sidewalks. No one's using the sidewalk, so someone parks across it, thus blocking the pedestrian coming from around the corner, or even worse person using an assistive device that can't easily detour on the grass.
