To be sure, this is a difficult question, one which Donald Shoup discusses in his books.

Many disabled people cannot easily travel even a few blocks by car, so providing free parking for them 2-3 blocks away may not enable them to go the market.

Other people may have better information on this issue, though, this was just my thought.

There is disabled parking AT the market, I'm not saying it shouldn't be there, I'm just saying it shouldn't necessarily be free.

There are also lots of disabled people who cannot travel by car at all.  I'm all for facilitating them as much as possible but that doesn't necessarily make it the case that parking should be free--that in fact, could lead to less access.
