If the airport is in the city, yes, it can be free or very cheap to get there. But if you land at Narita, Hong Kong, Heathrow, Charles de Gaulle or Sydney, for example, you are also paying well more than $15 to get to the city. It all depends, Canada is not unique in this regard.
