In order to have a park-and-ride lot at a shopping mall, that mall would need to provide space for it (or the region would need to expropriate it). If the mall is not interested in providing space for people to park and commute on the LRT, then there is not much the region can do about it. (This assumes that there is little appetite for expropriating a substantial piece of land for a park-and-ride lot.)
Quite possibly parking availability at Conestoga Mall is low enough, especially in the vicinity of the LRT station, that they did not wish to implement this. (This, of course, is pure speculation on my part.)
