Well, for sure that's true.
Looking over the London thing, and looking at their revenue, it seemed quite high compared to Kitchener, if you compare populations of the two cities. I imagine they have a few more larger industries (kind of like how Cambridge and Guelph have) compared to K-Town, but that shouldn't make that much of a difference. Digging around a little more, London Hydro provides the water too, which would give the huge chunks of revenue.
I would be very careful if I was a politician in the K-W area. Most cities have a back-log of work to do with their water supply/sewer management. I really don't want to be paying for London's crumbling infrastructure through our hydro usage. London, btw, doesn't own their own utility for natural gas, though in this area, only Kitchener does. In fact, Cambridge doesn't own it own utilities other than water. So London Hydro could try buying Energy+ (privately owned), and I really suppose no politician from Cambridge (or Brant County) could say anything about it.
