Not sure if I'd be worried about another Dollarama, but I would be really surprised if that is what it is. There is one at Westmount and Ottawa and at Westmount and Highland, and Evergreen is only 150 meters or so away from Ottawa and Westmount.

Could be a Dollar Tree going in there.
