At this point the new building is not a Google building, at least not yet. If it does become one, a bridge could become a consideration -- it may have been (an optional) part of the design, even if it's not shown on the renders.

There is a bridge between 51 Breithaupt (old brick) and 28 Breithaupt (glass sculpture). It's there because the lower floors of the west side of 51 are occupied by non-Google tenants, so the ground-level path is roundabout, but the top floor is Google. Also, weather.
Ok Phase 3 is fully, 100% intended for Google, even the ground level (as in, there will likely be no ground floor retail). A bridge between Phase 3 and 2/1 is not being considered at all. They want employees to move between buildings by using the street. This comes from people in the design team and from Google.
