I think the “tiles” are forms, onto which the concrete will be poured. Some companies use re-useable formwork with only minimal custom-cut pieces.
As to the layout, I find it somewhat confusing too. Is it possible the centre is stairs/elevators/corridors/storage, while the parking is around the outside? It’s a bit hard to tell exactly how big everything is from the photo.
Yes the "tiles" are forms to hold the rebar and concrete. When the concrete cures they are removed from below. As for all the walls since it is the core it will be more congested. I marked out what a few areas are from looking at it, assuming the part with the columns will be some parking. Areas in between the long concrete walls will most likely be locker rooms, electrical, and mechanical rooms.
