The second picture shows a closeup of the area abutting Duke Street and the church. It's elevated but they seem to using tiles instead of pouring concrete. I'm baffled by it all.
I think the “tiles” are forms, onto which the concrete will be poured. Some companies use re-useable formwork with only minimal custom-cut pieces.
As to the layout, I find it somewhat confusing too. Is it possible the centre is stairs/elevators/corridors/storage, while the parking is around the outside? It’s a bit hard to tell exactly how big everything is from the photo.
