From the meeting minutes, looks like IN8 is doing soil samples and test drilling in the parking lot over the next few weeks.

There don't appear to be any active building (or demolition) permits, at least not online yet.

All three properties (including Exclamation, which may or may not be part of the project) are zoned D-4 (office district). Reading the zoning regs, it seems that there are very few restrictions for D4, and specifically no floor space ratio (FSR) limit. If my reading is correct, that would indeed make it easy to build 33 floors, without having to go through the deviation process.
