I agree that downtown cannot support two locations just yet. But the Victoria Station is not a downtown location. It's customers wouldn't be downtown visitors, but people transiting through from one form of transportation to another.
This means that 1 Victoria would be the sole Kitchener location inside Highway 7-8.
I'm not the most bullish of persons when it comes to downtown Kitchener, but surely the entirety of Kitchener inside Highway 7-8 can support one Starbucks?
