I haven't seen this one, but flattening a secant pile wall? Have a look at http://www.railsystem.net/secant-pile-walls/ - the wall is first made with a whole bunch of overlapping columns, and later the bulges can be ground off.

From what you saw what is that temporary retaining wall in the bottom right-hand corner of the picture for? Tower crane base? Utilities water/ sewer?

I think that's where the utilities come in from King Street.

they had concrete pump trucks on site all day pouring what looks to be the raft slab.

I drove by a couple hours ago and it looks like they're about to start on the ground floor.

They had some forms set up on the barber shop side of the property.

That's it. They have continued working on this, but progress has been fairly slow recently -- could be COVID-19 restrictions, or something else.
