Waterloo and Kitchener both don't have rental replacement policies so there really is no way to penalize a developer for demolishing units and not building. Its similar to how there's no way for either city to penalize a developer for not starting construction after a ZBA/OPA application is approved.

Waterloo must have a policy because they were able to pressure the developer to build the tower on the Westmount Plaza site after the developer applied to demolish the small apartment buildings on Dietz Ave. I don't know if it only applies to certain properties (eg purchased after a certain date) or types of buildings (eg rental apartments).
