Nothing as you can see in the render above. Simply a wall with the podium parking behind it.
I'm pretty sure that wasn't planned to be parking. This picture from the Charlie West floorplan shows the layout on floor 2. The shaded part on the left is the parking garage, beside the Manulife building. It's the same layout as floors 3-5, so it would be really strange to have one floor of parking that extended all the way to the Gaukel when the rest of the parking garage didn't. It'd be sandwiched right between the retail and residential floors.
