From the Growth Strategy Map it appears that at least 3/4 of all future development will occur in this area.
Is that the case? I was under the impression that a great deal of development was occurring to the south-west of Kitchener.

Most new development does seem to be in the south-west, but the built up area is starting to reach the growth boundary in that part of Kitchener. I suspect that the available land used to be more evenly distributed east and west, but that development has just favoured the west end of Kitchener and therefore there is now less supply there and more in the Breslau area.
