Rent control does apply to these as well. It limits the increases but there are no restrictions on what rent can be charged on a new build.

Correct me if I'm wrong, but if you go here (https://www.ontario.ca/page/residential-rent-increases), it says:

"New buildings, additions to existing buildings and most new basement apartments that are occupied for the first time for residential purposes after November 15, 2018 are exempt from rent control. "
