This surprises me.  I know they just re-did this whole section a few years back.  The "next" section of this work [Expressway to Weber] doesn't seem to require a closure at River.

Haha, I was a bit confused after your post - there has been some backups heading westbound, especially in the afternoon, but preventing right turns onto Ottawa at River seemed like a pretty big overreaction!
