The vertical grey lines the map is on also apparently contain an encoded message. The easiest form of encoding would be ASCII-encoded bytes, with each bit represented by a vertical bar whose value is determined by thickness (thin = 0, thick = 1).
My source for the existence of a message is Spoke's post upthread. Speculation regarding encoding method is entirely mine.

Also worth noting that the dark wall on the second floor will now be residential units (like floors 3-4).

I could be wrong, but I think the pattern is formed by folds in the vertical metal strips rather than by lights.

I'm pretty sure that wasn't planned to be parking. This picture from the Charlie West floorplan shows the layout on floor 2. The shaded part on the left is the parking garage, beside the Manulife building. It's the same layout as floors 3-5, so it would be really strange to have one floor of parking that extended all the way to the Gaukel when the rest of the parking garage didn't. It'd be sandwiched right between the retail and residential floors.
