From the picture I'm expecting them to just paint the brick grey.

What are the layers under the red brick? Can/will some of it be re-used?

Given that there is a lot of brick deterioration already (poor quality brick?) I think they have no option but to reclad.

Is there?  I've never noticed, although it wouldn't surprise me.

There is, particularly in the rounded parts. I'll try to remember to take my SLR one of these days and I can take a few photos.

From my observation from The Regency, they have been re pointing brick since at least last August.

Only repointing? I don't believe this is just a mortar issue, the bricks themselves are deteriorating and will need to be replaced.

Yesterday workers started to paint (or apply a sealant?) to the back side of this building.  Is dark gray the new 'must have' colour?  Europro painted the parking garage at Market Square the same gray colour.

Oh...they're just painting it. That's a shame, this is going to become the most hideous thing in the city.

Taking the crown from who? I've always disliked the tower.

Better get a bucket, I'm going to throw up!

That seems to be pretty clearly just a primer layer, surely? You can faintly see the red brick through it still.

It looks like the render at the beginning of this thread.
